General Questions

1. Which country do Thai Fulbright grantees go?
To the U.S. only!
This is according to the main mission of Fulbright to increase mutual understanding between the people of the United States and people of other countries.
 
2. Does study experience abroad have an effect on consideration for an award?
For the graduate study awards, although previous long-term study abroad does not disqualify an applicant, those who have never studied abroadare given priority consideration.
 
3. Can an applicant apply for 2 Fulbright grants in different categories at the sametime?
Applicants are not allowed to apply for 2 types of Fulbright grants at the same time. An applicant should wait to be informed of the result of the first competition before applying for another Fulbright grant.
 
4. Can a former Fulbright grant recipient apply for a second Fulbright award?
A former Fulbrighter who is interested in applying for a second study grant must have resided in Thailand for at least three years after the completion of his/her first Fulbright study grant. In the case of the Thai Visiting Scholar Program and Scholar-in-Residence Program or the Non-degree Study/Professional awards, a former recipient is eligible to apply for a second award if four to five years have elapsed from the time that his/her previous grant ended.
 
5. What types of study programs for Thai citizens are under Fulbright administration?
Fulbright administrates a wide variety of programs ranging from graduate program as listed below.
  • Fulbright Open Competition Program: Up to 9 grants open for Thai citizen who wish to pursuit Master’s degree in the U.S. Announcement and application are made in January –April.
  • University Staff Development Program: Up to 2 –3 grants available for Thai qualified lecturers from provincial university under official nomination from home university to pursuit Master’s or Ph.D. program in the U.S. Announcement and application are made in January –April.
  • Fulbright-the Institute for Promotion of Teaching Science and Technology (IPST): Ph.D. program for general Thai citizens with firm commitment to work at IPST after graduation. Announcement and application are made in January-April.
  • Junior Research Scholarship Program: Up to seven grants of a six-month research experience for Thai university staff members who presently undertake graduate work at Ph.D. level in Thai universities. Announcement and application are made in mid June to the end of August.
  • Hubert H. Humphrey Fellowship Program: A one-year, non-degree study program up to one-two grants available for mid-career professionals in Thai government and private organizations who have demonstrated leadership in public service. Announcement and application are made in Mid June to the end of August.
    • Thai Visiting Scholar Program: Up to three awards open for Senior Thai scholar to gain 3- 6 months of lecturing, undertaking research project in the US. Announcement and application are made in mid June to the end of August.
  • Fulbright New Century Scholars Program (NCS): A global program that brings together annually over the next three years 25-30 outstanding research scholars and professionals from the U.S. and around the world to conduct multi-disciplinary research on the theme of global significance.
  • American Studies Program: A rigorous six-week academic seminar program with an emphasis on teaching about the United States in school, college and university classrooms abroad for active university level educators who have the ability and willingness to incorporate information about U.S. in his/her teaching and professional work. Announcement and application are made in mid December – early February.
  • Scholar- Residence- Program: An academic related program in response to request from institutions in the US. to invite up to 3 Thai scholars to commence on lecture, research project or specific programs.

Application Process
 
1. Can a Thai Bachelor’s degree holder who has graduated from a foreign university apply for the Fulbright Open Competition Program?
According to Fulbright policy, eligible applicants for Fulbright Open Competition program must be a Thai citizen who holds a bachelor’s degree from a Thai university only.
 
2. Can those who have GPA slightly lower than 3.00 be eligible to apply for the Fulbright Program s that require GPA above 3.00?
According to the Fulbright policy, eligible applicants must have an accumulated GPA. of at least 3.00 on transcript of undergraduate study regardless of the institutions or academic programs they graduate from.
 
3. For those who don’t have such supporting documents as TOEFL score report, transcript or recommendation letters ready on the application deadline, will they be allowed for late submission?
Since the Foundation is required to process all application documents well in time with Fulbright’s annual schedule, the application deadline must strictly be maintained. Accordingly, the Foundation will not accept any application documents submitted after the announced deadline.
 
4. How important is English proficiency in applying for a Fulbright grant?
English proficiency is an important requirement for all grant categories.
However, under the Open Competition and University Staff Development Program, candidates might be required to undertake a preacademic orientation program in the U.S. before going on to their respective academic placements if their English proficiency is considered inadequate.
 
5. Where do applicants receive information about the TOEFL, GRE and GMAT?

6. Does Fulbright allow applicant to submit other types of English proficiency test scores besides TOEFL for the application to Fulbright programs?
Hubert H. Humphrey Fellowship Program is the only program that the Foundation allows applicants to submit IELST score record above 6.5 for the application. However, IELST can be used only for prescreening. Once recommended by the Binational Selection Committee, the candidate will be required to take TOEFL test with vouchers provided by TUSEF.

Pre-screening Procedures
 
1. What are the Foundation ‘s pre-screening procedures?
The Fulbright’s overall selection procedures consist of pre-screening and interview.
The pre-screening is conducted by Fulbright Binational Screening Committees who are renowned university lecturers and honorable guests specialized in each field. The interview part is implemented in English by a Binational Selection Committee, comprising members of Fulbright Board of Directors, Fulbright alumni, Fulbright American scholars, representatives from U.S. embassy and Commission of Higher Education, Ministry of Education.
 
2. For applicants who are disqualified for the pre-screening, will they be notified of the reasons of their disqualification?
Yes, they will be notified of their disqualification together with reasons via e-mail or official letters (for those who do not have personal e-mail address)
 
 
Calling for Interviews and Announcement of Interview Results
 
1. When and how do the applicants know if they are qualified for the interview?
Tentative schedules are given in the announcements.
The results of the pre-screening to call for interviews will be posted at the Foundation and on the website (www.fulbrightthai.org). The Foundation will email the short-listed applicants to notify them about the interview time and date.
 
2. Could the applicants who aren’t qualified for the interview request the return of their application forms and how?
Yes. After the interview result has been announced, they may email the Foundation and file the request to have their application returned.
 
3. What are the selection criteria at the interview?
The criteria used at the interview are based on the applicants’ academic performance, English proficiency, personality, attitudes toward themselves and the world, sense of contribution to Thailand upon return, contribution toward the building of mutual understanding between Thailand and the U.S.
 
4. When and how do those sat for interview learn of the results?
Basically, it would take about 2-3 weeks for the internal approval process. The applicants can check the results from the announcement posted at the Foundation or on the website.
 
 
Academic Placements for Fulbright Grantees
 
1. Who arranges academic placements in the U.S. for Thai Fulbright grantees?
The Institute of International Education (IIE) in New York and Washington, D.C. provides academic placement services for all candidates under the graduate study awards and non-degree/ professional awards. Graduate study candidates are permitted to submit applications directly to other appropriate U.S. institutions and should inform the Foundation of the progress of any applications.

Senior grantees under the Thai Visiting Scholar Program are required to make their own initial contacts with U.S. institutions. Final confirmation of the placement in the U.S. for each senior scholar is arranged by the Council for International Exchange of Scholars (CIES) which is located in Washington, D.C

 
2. In case a grantee has been accepted by a U.S. university prior to being awarded Fulbright grant, does he/she still have to go through the normal placement procedures?
Since normally it takes one year for the Foundation to process the whole grant procedures, all Fulbright grants are valid the year after. The grantees who are accepted by U.S. universities prior to being awarded, may defer to their prospective universities of their Fulbright status. Once their deference to the universities is approved, they will not be required to go through the normal placement procedures but still have to enroll in the program at the time designated by Fulbright.
 
3. Could Fulbright grantees enroll in any degree program abroad while awaiting their Fulbright academic placements?
It is stated in the Fulbright policy that grantees must not commence their studies in the U.S. before grant year starts, nor should they enroll in any degree program in other countries while awaiting their placements.
 
 
VISA and Obligations
 
1. What kind of visa do Fulbright grantees receive?
Every Fulbright grantee receives an Exchange Visitor visa (J-1). All grantees are required to return to Thailand upon the completion of their academic programs under the Fulbright grant period. They are NOT eligible to apply for immigrant visas for permanent residence and/or for non-immigrant visas as temporary workers or trainees to reenter the U.S. unless they have resided in Thailand for at least two years after their return from the U.S. on exchange visitor visas. This does not preclude former Fulbrighters from going to the U.S. on other visas during the two-year home residency requirement.
 
2. Is there any attached commitment for those who receive Fulbright Scholarship?
The only commitment for those who receive Fulbright Scholarship is a 2 -year home residency upon their completion of academic program under Fulbright grant period.
 
 
Orientation and Services
 
1. Does the Foundation organize any orientation program for Thai grantees?
Yes.
After the official announcement of the selection, the Foundation will have half-a-day preliminary Orientation, briefing for awardees to learn of the process, preparing them for the academic placements.
Before their departure, the Foundation holds a pre-departure orientation program for departing Thai grantees in June. The purpose of the orientation is to give the grantees some idea of what to expect when they arrive in the United States and, at the same time, to give them information and ideas about their own country.
 
2. Is there any agency taking care of the Fulbright grantees when they are in the U.S.?
Yes. The Institute of International Education (IIE) and the Council for International Exchange of Scholars CIES) will provide necessary services to students and scholars respectively. The Foundation also continues their communication and support to all the Thai grantees throughout their Fulbright years.
