  General Information / Provisions:
  The Thailand-United States Educational Foundation (Fulbright) which helps to administer the Hubert H. Humphrey Fellowship program, a non-degree program for mid-career professionals in Thai government and private organizations, invites applications from Thai citizens who have demonstrated leadership in public service for one year of non-degree study and practical work-related experience in the United States. At least one fellowship will be granted competitively to an outstanding candidate professionally engaged in-the-fields of Agricultural Development/Agricultural Economics, Communications/Journalism, Drug Abuse Prevention, Economic Development, Educational Planning, Finance and Banking, Human Resource Management/Personnel, Law and Human Rights, Natural Resources and Environmental Management, Public Health Policy and Management, Public Policy Analysis and Public Administration, Technology Policy and Management, and Urban and Regional Planning.

Candidates should be mid-career professionals in leadership positions who have the required experience/skills, commitment to public service and potential for advancement in their professions. They should be currently employed by national, local or regional government units or universities or by private sector organizations, with assurances of reemployment upon return. A bachelor’s degree or local equivalent is required in order to be accepted by a U.S. graduate school.

The Humphrey Program is designed for those moving into positions of important responsibility and influence in their careers. Humphrey Fellows will be placed as non-degree students in graduate level courses in one of 13 participating universities. Professional activities such as seminars, special research projects, field trips, attendance at professional association conferences, meetings with professional counterparts and professional affiliations with appropriate organizations provide fellows with practical experience in their fields outside the university setting. The emphasis is on broad-based program objectives that go beyond the acquisition or improvement of professional or technical skills alone.

The Humphrey Fellowship for Thailand covers international travel, tuition and fees, monthly maintenance allowance, professional visits/affiliation, settling-in allowance, baggage allowance, book/supplies allowance, and supplementary health insurance. The monthly maintenance allowance ranges from US$1, 170 to 1, 770 based on the cost of living in a given area of the United States. There will be no provision for dependents to accompany fellows, nor will fellows receive a separate allowance to support dependents.

   
  ELIGIBILITY
  An applicant must :

1. be a Thai citizen in good health;
2. be preferably from 28 to 58 years of age;
3. have at least a B average (3.0) or the equivalent on academic transcripts for all years of undergraduate study or a successful academic record at the graduate level; if possessing a degree from the U.S., should have returned to Thailand for at least seven years following receipt of the degree;
4. be physically present in Thailand at the time of interview;
5. have an outstanding record of professional accomplishments and leadership qualities;
6. have a minimum of 5 years of progressively responsible professional experience in public service, whether in public or private sector organizations and agencies (an applicant should be policy rather than research and technically oriented.);
7. have a TOEFL score of 525 or above (or at least 195 from a computer - based TOEFL test) on a test taken within two years prior to the date of application.
   
 
  General Information / Provisions:
  The Fulbright American Studies Institutes are designed as rigorous six-week academic seminars whose immediate purpose is to enhance teaching about the United States in school, college and university classrooms abroad.

The program will include approximately 30 days of residency at the host university campus. During this time there will be morning and afternoon lecture/discussion sessions as well as study trips to nearby areas. Longer trips to at least two different regions will take place during the last 10 days of the institute. The scholars will be exposed to a variety of teaching methods and research resources aimed at helping them to develop their curricula. While individual research is not a primary objective of the program, access to the resources and facilities at the host university will be available to the participants.

Each scholar will be provided all institute costs covering international and domestic travel, lodging and meals. allowances for cultural activities, books and materials allowances, incidental allowances and health insurance. Dependents cannot accompany scholars on any part of the program and scholars will not receive a separate allowance to support dependents.

 
CANDIDATE QUALIFICATIONS:
  A candidate must:
1. be a Thai citizen in good health;
2. be a highly-motivated and experienced university faculty member and have the ability and willingness to incorporate information about U.S. culture, society, history, and institutions in his/her teaching and professional work;
3. be an active university level educator who has or is about to assume responsibility for teaching and curriculum development in the relevant disciplines. Candidates are expected to have a basic understanding and knowledge in the related fields;
4. be an individual whose home institution is seeking (a) to introduce U.S. studies into its curriculum, (b) to develop new courses in the subject of the institute, or (c) to enhance and update existing courses on the United States;
5. demonstrate oral and written English language fluency. Scholars will be expected to handle substantial reading assignments in English and to be full and active participants in all seminar and panel discussions.
6. While senior faculty members are eligible, younger and mid-career faculty who are likely to be comfortable with campus life and an active six-week program may be given priority consideration.
